Ambitious Democratic Congressman Frank Underwood helps Garrett Walker become President of the United States in exchange for a promise to make him Secretary of State. However, after the election, White House Chief of Staff Linda Vasquez informs Underwood that he will not receive the position. Infuriated by the betrayal, Frank and his wife are willing to go to any lengths to take revenge on the newly elected president.
