A pair of Hong Kong police officers, Ricky and Muscles (meaning 'muscles'), find themselves searching for a fugitive in Tokyo. Here the friends face a major setback - Ricky is kidnapped by Japanese bandits. But reinforcements are rushing to help Muscles from Hong Kong in the form of... petty scammers who manage to get into the most terrible and funny troubles. True, among them there is also a professional - a beauty - policewoman Miss Wu, whose fight with the Japanese woman has become a textbook for the martial arts genre.
