Lance is going to avenge the death of his father, who died at the hands of the treacherous villain Velvet von Ragner. Velvet plotted to destroy Los Angeles by depriving it of water. With the help of sexy agent Dungey Dearing, Lance pursues von Ragner and ruins his plans.
