Preaching to the Perverted

A high-ranking official instructs Peter, a young computer genius, to infiltrate the city's S&M club and show theater in order to collect evidence of the participants' physical injuries in order to close the establishment through the courts. But Peter unwittingly gets drawn into BDSM games and falls in love with the owner of the club.
