The film begins in 1988 in Moscow on Red Square. American intelligence agent Jeffrey West came to Russia to buy weapons and transfer them to the Taliban in Afghanistan. But the KGB officers are on the alert and arrest him at the moment of handing over the bribe to the Minister of Foreign Trade of the USSR. Mikhail Gorbachev wants to publicize this case, and in order to avoid an international scandal, the CIA bosses persuade Jeffrey to take all the blame on himself and say that he acted alone and is not connected with America.
