The mayor of a small town was caught taking a bribe and, as a preventive measure, he was given house arrest at his place of registration. The conflict is that, in order to appear more modest, the official is registered not in his own mansion, but in the communal apartment in which he was once born and raised. So he ends up in the communal hell of his old apartment. He is no longer in charge and, in turn, finds himself at the mercy of the ordinary inhabitants of the communal apartment.
