The film takes place in the USA in Los Angeles in the distant future. The city is controlled by a certain “California Corporation”, headed by Edward Jameson. The corporation actually took over the city, usurping the rights of citizens. Norman Gallagher, nicknamed Slash, opposes the corporation. In some ways, Norman is right, but he acts like a terrorist - he kills some of the corporation's employees, Governor Hampton, as well as one of the police officers, Wes Strickland. The rookie policeman Dekoda, for whom the murdered Wes was his best friend and partner, manages to catch Norman. Norman Gallagher receives a prison sentence, but not in a simple prison, but in a holographic one. This prison contains Gallagher's brain and his holoaphic image. They are trying to influence the former terrorist and re-educate him. The biopersonal improvement program is designed for 5 years. After this time, the former terrorist should be released, having reprogrammed his brain. But Norman's friends manage to steal his image and brain from the holographic prison before the end of his sentence, when he had not yet been reprogrammed. Now Slash is free again, in addition, he has superpowers - after all, he is an intangible hologram and can pass through walls and fire, and bullets and grenade launchers do not cause him any harm. Slash wants revenge on the one who arrested him - Decode. In a shootout, he actually manages to kill the policeman, but he is helped by his friend Natalie, who also turns him into a hologram. And now Dekoda has the same abilities as Slash. He can fight a holographic criminal one-on-one, neutralize and stop him.
