The film is based on real events. In 1993, a large collection of antiquities worth about a billion dollars was discovered in Kirovograd (Ukraine). The collection belonged to an ordinary electrician, Alexander Ilyich. Over the course of fifteen years, this story has become overgrown with speculation and hypotheses. 2008 Odessa. Based on an anonymous call, customs officers detain a man who is carrying a rare book - a previously unknown copy of the “Naval Charter” of Peter I. The FSB begins an investigation, accompanied by a series of mysterious deaths. 1953. A group of high-ranking army and party officials decides, in a time of troubles for the country, to collect in one secluded place all the treasures looted during the repressions and taken from defeated Germany. The young intelligence officer Terekhov and the collector Avdeev, released from prison, are appointed custodians of the collection.
