Cyborg Cop

Two police officers, brothers, are fired from their jobs because they killed a maniac who took a girl hostage. The maniac turned out to be the son of a major publisher. After this, they were offered a dangerous task, and one of the brothers, Jack, refused. The mission turned out to be a trap - the squad was destroyed, and the villainous scientist Kessel turned his brother into a cyborg killer in his laboratory. Then these creatures were sold to anyone who had the money for it. Upon learning that his brother is missing, Jack goes to rescue him. And I must say that this guy knew how to stand up for himself.
